This is the on-line forum for participation in the development of rules for Administrative Simplification (AS), as required by Subtitle F of the Health Insurance Portability and Accountability Act of 1996 (P.L. 104-191).

We welcome your comments on the proposed rules currently open for public comment. The process is simple. Navigation buttons at the bottom of each page let you:

• Go to the library of AS proposed rules to:
  • read the NPRMs published in the Federal Register
  • submit comments on those NPRMs open for comment.
• Get more information on Administrative Simplification.
• Return to this introduction.

When the public comment period ends, this site will become a document room-without-walls where you can read the comments submitted by others

We also provide an overview of rule making for those unfamiliar with the process.

Purpose of Administrative Simplification (AS)

Administrative Simplification is intended to:

• Reduce the costs and administrative burdens of health care by making possible the standardized, electronic transmission of many administrative and financial transactions that are currently carried out manually on paper.
• Protect confidential health care information by setting standards for the security of health care data while stored or transmitted.
