Service Needs and Use
of Welfare-Dependent Teenage Parents

This report, which was prepared as part of a large-scale federally-funded demonstration called the Teenage Parent Demonstration (TPD), examines the characteristics of the teenage mothers who took part in the demonstration and analyzes their participation in program-approved activities.  It also identifies those participant characteristics and program features that facililtated or impeded successful program participation and attainment of self-sufficiency.  This information should prove valuable to those responsible for instituting policies and services to fulfill the adolescent parent provisions of welfare reform efforts.
