Performance Improvement 1997: Evaluation Activities of the U.S. Department of Health and Human Services describes the continuous efforts of the various agencies of the Department of Health and Human Services (HHS) to examine service and research programs for the efficiency of their operations and their effectiveness in achieving objectives.
