reports) by an outside review panel as outstanding based on rigor
of evaluation methodology, importance of findings, clarity of presentation, and
other criteria (see appendix C for the full set of criteria). The
abstracts of these studies are included in Chapter 1 and are highlighted as
outstanding evaluations due to their overall policy significance,
methodological excellence, clarity of presentation, and other features.
